An elusive "monster" has already killed many little girls without the police having been able to interrupt the tragic series of crimes. The hunt for the criminal is conducted by both the police and the powerful organization of thieves in the city, which sees in the crimes, and in the consequent increase in surveillance and arrests, a serious threat to its vitality. Thanks to a widespread surveillance network, stretched throughout the city with the help of thieves and beggars, the criminal organization manages to discover a faint clue: the "monster", when approaching his victims, whistles a macabre tune. The criminal is soon identified by a young follower of the organization who, bumping into the murderer, marks him with a large chalk "M" on his shoulders. The man realizes he is being hunted and seeks refuge in a factory, where, however, he remains locked up. When night falls, the most skilled burglars enter the factory, search it from top to bottom, take possession of the young paranoid and while the police arrive they lead him away, to the large underground where the criminal court has gathered. Here the murderer, faced with implacable accusations, defends himself hysterically, narrating in a dramatic way how what pushes him to the vile crimes is an evil and uncontrollable force that works inside him. His defense, however, is useless: the criminal court issues the death sentence and is about to carry it out, when the police burst into the underground. Following the faint trail, they have managed to identify the "monster" and save him, at the last moment, from a lynching. Official justice will judge him.
